Pay per lead or SEO: what a local business keeps when the spending stops
Angi, Thumbtack and Google each publish the terms their lead programs run on, and reading those words beside what SEO builds is a fair way to choose.
Paid leads can fill a gap in the schedule, but SEO builds pages and a profile a business can keep after the spending stops. Angi keeps a pro's public profile searchable after the pro asks to delete its account information, and Thumbtack's license to posted content survives the end of an account. Google requires direct Local Services advertisers to have a verified Business Profile, and that profile and its reviews stay with the business whether or not the ads run.
What each option leaves in the business's name
The choice between buying leads and investing in SEO turns on what is still in the business's name on the day the payments end. Angi's help center, in an article dated March 5, 2026, says a pro who asks to delete its account information loses access to its Angi business profile, reviews and leads, that the request "does not cancel or void any agreements" with Angi, and that the company's public profile "will not be deleted and can still be searched by homeowners." Thumbtack's Terms of Use, last updated July 10, 2026, grant Thumbtack, "To the extent permitted by applicable law," a "worldwide, irrevocable, perpetual, non-exclusive" license to content a user posts, a license that "will survive termination or expiration of these Terms, the Platform, or Your Account," and the terms add that if an account is canceled, "we do not have an obligation to delete or return any Content You have posted to the Platform."
Google's Local Services Ads sit on something a direct advertiser already owns. Google says Local Services advertisers "must have a public and verified Google Business profile," that the ad's reviews "include reviews from your Google Business Profile," and that customer reviews are managed through Google Business Profile Manager rather than the Local Services Ads account. SEO builds on that same profile and on the business's own website. Everything we build stays in the client's name, from the website and content to the Business Profile and tracking data. How Local Services Ads charge, and which leads Google credits
Local Services Ads charge for leads, not clicks, for a business that advertises directly with Google. Google's help says "With Local Services Ads, you pay for valid leads," that each valid lead counts toward the budget, and that lead prices "may vary depending on your location, the job type, the type of lead, or your bidding mode." One situation Google lists as a valid lead is "You answer a phone call and speak with the customer." Once the monthly maximum is reached, the ad "won't appear for the remainder of the month (unless you adjust your budget)."
Placement is an auction. Google says listings are "ranked based on an auction, where the highest ranked ads show first," and that "quality service still matters, including responsiveness and reviews." The ordinary local results work the other way: Google's ranking help says "There's no way to request or pay for a better local ranking on Google." Google says leads judged invalid or low quality at first contact are not charged, that charged leads "may be issued credits automatically if determined to be low quality," and that "Automatic lead credits are only available in the United States and Canada." An advertiser can flag a poor lead in its Feedback Survey, and Google "may also occasionally credit leads you report as poor quality." Google's examples of leads it won't credit include a valid lead received outside business hours, a canceled booking and a customer who didn't respond to the return call or message. Credits aren't available for health care verticals, tax specialists or advertisers in EMEA, and in most cases "credits will be applied to your account balance within 30 days," while "the original lead charge will still appear on your invoice."
Angi's lead fees and credits, and Thumbtack's refund terms
Angi charges when a match is made, not when a job is won. Angi's help center says a pro is charged "as soon as both you and the homeowner show interest in connecting with each other" and "whether or not you open or respond to them." Leads are "not guaranteed jobs," and lead fees "change based on task, homeowner location, and demand for the work."
Angi's credits cover problems with the lead itself, not with how the job went. After an investigation, Angi "may offer a credit" for invalid contact information, a project outside the pro's ZIP codes, a service mismatch, a duplicate charge or a lead charged while leads were paused. Angi's credit article, dated August 14, 2026, lists conditions that "must be met for Angi to consider whether to issue a credit," among them a lead less than 45 days old, a pro who "should have attempted to call the homeowner within 24 hours of being sent the lead," and no annual subscription. Angi says a homeowner who never answers, hires another pro first or is still gathering quotes is part of the price: those situations are "accounted for in our lead pricing, so they are not eligible for credits." Credits "will expire if not used within six months from the date issued." The fee buys the chance to call a homeowner, and Angi's own advice is that "Reaching out quickly can improve your chances of winning the job."
Thumbtack's Terms of Use state the refund rule with its exception attached: "Except as otherwise expressly described herein or in our Refund Policy," sales and fees paid to Thumbtack are "final and non-refundable." Its separate "Budget, Fees, Payments and Taxes Terms" and its Refund Policy are the documents to read before buying.
Who else the same customer can reach
A customer who comes through a lead platform may be talking to other businesses too, and Angi and Google each say as much. Angi says "The total number of pros who get a lead depends on the type of lead and their service location," refers to "the initial set of pros presented to the homeowner," and notes that some homeowners "are comparing multiple pros." Through Angi's Opportunities, a pro the homeowner has not selected can still show interest, and a match becomes a charged lead.
Google's consumer help tells searchers they can "Connect with any provider over the phone," and one factor Google weighs in pricing a message lead is "Whether the customer has contacted other Local Services advertisers." We found no Local Services help page that says a Local Services lead is exclusive to one business, and none that says it is shared. Thumbtack's terms speak to the other side: pros "are free to do jobs through other platforms and lead sources." A searcher who calls from the business's own page has already chosen whose number to dial.
What a platform badge vouches for
A badge on a lead platform stands for a screening process, and each platform describes that process in its own words. Google says new Local Services advertisers "will need to successfully complete the Local Services screening and verification process in order to get the Google Verified badge," a process that "varies by business category and location and may include background, business registration, insurance, and license checks, and minimum review requirements." Which of those checks apply to a given trade and place is a question for Google's Local Services sign-up.
Thumbtack's terms say a designation such as "background checked" indicates "only that that account has completed a specific process or met certain review standards at a point in time," and that on a business profile a background check designation "may apply to a particular representative only." Comparing paid leads and search on the calls each one produces
A fair comparison of paid leads and search counts calls and booked jobs from each source over the same months. Google and Angi bill for the leads they deliver; the business's own channels need their own count beside those bills, which is the job call tracking for local SEO does.
